Officials in Riverside County did not bring charges against any of the deputies involved in the encounter with the man, Christopher Zumwalt, 39, but quietly agreed in December 2023 to pay $7.5 million to settle a lawsuit filed by his family. Depositions from the case and video footage obtained by The New York Times show the frantic and violent minutes when deputies tried to force Mr. Zumwalt out of his cell as he paced and talked incoherently. In the video, deputies wearing helmets and shields toss canisters of pepper spray into the small concrete room, struggle with Mr. Zumwalt, and strap him to an emergency restraint chair. He died on Oct. 25, 2020, after experiencing cardiac arrest. On the day of his arrest, he was issued a citation for bringing drugs into a jail.

Russia's Yasen-class submarines have long been seen as a tough challenge for the US Navy. A Russian shipbuilding official said that work is underway to arm them with Zircon hypersonic missiles. Russia's Yasen-class nuclear-powered cruise-missile submarines are quiet, difficult to track, heavily armed, and able to conduct attacks against land- and sea-based targets. The Russian Yasen-class submarines "are designed to deploy undetected within cruise-missile range of our coastlines to threaten critical infrastructure during an escalating crisis," the commander said a year later in congressional testimony. It may still be some time before Russia's Yasen-class submarines deploy with hypersonic weapons, but the Admiral Gorshkov set sail earlier this year on a deployment that took it into the Atlantic Ocean armed with Zircon hypersonic missiles.

Speaking Wednesday, Putin said the Zircon missile has "no analogues in any country in the world." Hypersonic missiles are highly maneuverable and fast, and they can fly along unpredictable flight paths, thus creating headaches for traditional air defenses.
